This card is similar to Topps' Match Attax England 2014. I originally thought it was created via Topps' Print Me website but looks more like a custom made promotional card as it's got footycards.com on the front (near the bottom edge) and on the back. I'm not sure but I'd take a guess that the arms holding the World Cup Trophy are those of Fabio Cannavaro.
