Nik Yeomans has reminded me that Tony Hateley appears in Aston Villa colours and that the cards are an abridged version of Barratt's A14 Famous Footballers set.

Although listed as a Chelsea player, Tony Hateley appears in Aston Villa colours. This set was an abridged issue of the Barratt A14 set using the same illustrations.
