I don't have examples of any of the cards featuring athletes, but I believe these four athletes come from the sheet that would have been used to make the athletes cards.
UPDATE (05-05-2023 06:55): I've now tracked down one of the athlete cards which uses a complete version of the fourth figure and it's just a little taller than the card it's been attached to.
