Gerard Scully has been in touch with some more information and a few more names to add to the checklist...

The packaging states, "4 in every pack, 49 to collect including 4 special cards… Have you collected the Star Player or 4 Man of The Match Players?"
Given the 55 listed this makes no sense!  If it was 49, Star Player and 4 Man of the Match, then that would be 54 in total! 
On the reverse it states, "Football Stars’ cards are for novelty purpose only. The product is 100% unofficial and is in no way claiming to be from the source of any of the marks used on this product. All the images have been sourced and altered from images which are easily accessible by the general public. Football Stars Cards have no connection with any of the images or organizations featured. All images and marks are used purely for the artistic purpose of creating a novelty card."

No manufacturer is mentioned on the packaging.

Very few cigarette cards were produced after the end of World War II. There was a major paper shortage and one company in particular got around this process by printing cards on the slides of cigarette packets. This series of Footballers can be found in four different formats - cut to single cards, cut to double cards and the complete slides from packets of 10 and 20 cigarettes. I've also compiled this checklist in pairs.
