The Starter Pack includes 2 exclusive Stadium Lights Limited Edition cards, 1 random ElexctriX Limited Edition card, 1 Lucky Packet including a guaranteed special insert prize, plus one Collector's Binder with checklist and 1 Game Guide. 26 cards in total. I also found another image of a Starter Pack on eBay, no idea where this second one comes from though.
