It's very difficult to find information about football in Angola between the wars. Most records seem to suggest that organised football didn't commence until 1979, but that is not correct. This set seems to confirm to me that cards issued by Sociedade Industrial dos Tabacos de Angola were available in Angola. There has been suggestions that the cards were available in Brazil or Portugal, but why would anyone from this countries be interested in footballers from Angola. At the end of this checklist, which is only about 50% complete, I've listed known Angolan football clubs from this period.
UPDATE (31-05-2023 10:12): Thanks to a comment below, it has been confirmed that these cards were available in Portugal as many of the players in this collection were with Portuguese clubs, those players listed as F.C.B. play for C.F. Belenenses.

Alan I believe the answer to your question about why these cards would have been distributed in Portugal is twofold. First, in the late 1920s (when this set was likely issued) Angola was actually a "territory" of Portugal (hence the Portuguese language on the reverse). Second, many of the players depicted in this set were actually Portuguese league players (not just Angola players). As an example, card #6 on your checklist which states "F.C. B" stands for Football club Belanese (a famous club from Portugal). In fact, the most notable card in this set is found on card #5 of "Pepe" which also has the "F.C. B." imprint as he was the most famous player to ever wear that jersey.
