The first new On Demand pack for a few weeks was released the other day, numbered 26 - the last pack was number 22 (OD106 to OD110).
UPDATE (26-05-2020 15:16):  Pack 27 has been announced. I've no idea what they are doing with the numbering. One collector said that the three Rookie vs Legends packs should be Packs 23, 24 and 25. If they have now adjusted the numbers to take those 15 cards into account, why is Pack 27 starting at number 34!
UPDATE (29-05-2020 13:09):  collectosk has provided some clarification regarding the recent Bundesliga On Demand cards issued in Germany, for which I am extremely grateful.
I noticed that you had some difficulty seeing through the mess that Topps have created with the Bundesliga On-Demand cards… 😉
I have to admit that it also took me a while to understand what they had done this time. So let me try an explanation (with some things that you already know, but I mention for completeness):
•   Topps started the On-Demand Cards with a combined set for Matchday 1-4, so there was always a delay of 3 between pack number and matchday.
•   In the coronavirus break Topps published the Rookies vs. Legends Sets (so these can be counted as 23, 24 and 25 - which Topps never officially did). You can also say they have discarded 23-25 to be equal with the matchday number at the first matchday after the break. I think both views are legitimate, especially considering the following points.
•   First Rookies vs. Legends Set was printed and distributed without OD numbers on the cards.
•   After this someone at Topps must have made the decision that these sets should be part of the complete On-Demand Set and so they started Set 2 with OD 117 (which leaves the virtual numbers OD111-116 for Set 1)
•   After the coronavirus break someone must have forgotten these 3 Sets and continued with OD111 where he left off before the break.
•   So Pack 26 got the (never printed on cards before) numbers OD111-115 (instead of OD129-OD133)
•   On matchday 27 they noticed their mistake and continued correctly with OD134.
•   That leaves the following “virtual” numbers for the Rookies vs. Legends Set1: OD116 & OD129-OD133
Therefore I would suggest the following numbering method for the packs 22-27 (in order of appearance):
