AG1970 has left a comment on the checklist related to these two cards. As you can see both cards list the players' countries as England even though Val Harris and Bill Lacey were Irish internationals. They are obviously error cards but I don't know if these cards were ever corrected. The Scissors Cigarettes and United Service Cigarettes versions of the cards I have seen show the country as 'England', I haven't been able to check the Flag Cigarettes version as yet.
I'm wondering if any collectors are aware of corrected cards or other cards where the country is listed incorrectly.
UPDATE (23-06-2021 13:22): The Flag Cigarettes card of W. Lacey has been confirmed as listing him as an England player.
