Daniel Brenes has provided photos of the cards from this set allowing me to compile this checklist. Daniel also provided a few notes:
The distribution was the same as the 1998 cards: every Sunday the newspaper had included 9-card sheet inside. But there was a slightly difference here, the sheet might vary according to the city where it was bought, making it more difficult to complete the set. The base set contains 144 cards. This time the sheets weren't printed by group. Instead, the players were selected randomly. The pictures I sent you are sorted by group, and as you can see, the quantity of the cards per team is very different - Costa Rica has 23 players plus the coach. The cards are slightly bigger than a normal card. They measure 2 5/8" x 3 11/16" per card and the card is similar to that used for the 1998 cards. The cards contain many errors, the Niger flag was used on the Nigeria cards, confussion between South Korea and Japan flags, and the back of Fabio Cannavaro is not Cannavvaro.
The picture on the back of the Fabio Cannavvaro is not even an Italian player, it's Scotland and Glasgow Rangers striker Gordon Durie!
UPDATE (22-01-2020 08:22):  A scan of the Igor (Egor) Titov card has been provided by Mikhail, though the photo is incorrect. Titov is depicted on the back of the card. Can anyone identify the player shown on the front of the card?
UPDATE (14-02-2021 07:01):  nauprm has left a comment below identifying the player on the Titov card as Pavel Kuka from Czech Republic. The kit he's wearing is from the  Czech Republic's game at Euro 2000 against Netherlands.

  1. The player shown in the front of the Titov's card is Pavel Kuka from Czech Republic. The kit he's wearing belongs to Czech Republic's at the Euro 2000 against Netherlands.
